How to obtain owner information

Sacramento County does not display the assessee or owner name in the online Parcel Viewer. This is one of the most important differences between the Sacramento portal and many commercial property websites.

Request ownership by phone or email

  1. Prepare the property address or APN. The Assessor will not conduct a name-only search by telephone or email.
  2. Contact the Real Property Assessment line at 916-875-0700. Telephone hours are Monday through Friday, 8 a.m.–4 p.m.
  3. Or email assessor@saccounty.gov. Include the address or APN and clearly state that you need secured ownership information.
  4. Limit the request to two secured parcels per day.
  5. Visit the office for broader research. Self-service public computers are available during lobby hours.

You cannot ask staff, “What Sacramento County properties does John Smith own?” by phone or email. Name-only ownership searches are not available through those channels.

Parcel map and jurisdiction

Use the map to confirm the correct parcel

The postal city shown in an address does not always identify the government jurisdiction responsible for zoning, permits or local services.

  1. Search the address or APN.
  2. Open Parcel Details.
  3. Check the Jurisdiction field. A Sacramento mailing address may be in the City of Sacramento or unincorporated Sacramento County.
  4. Open the Assessor’s Map link.
  5. Compare adjoining parcels and lot lines.
  6. Use the correct city or county planning department for zoning and permits.

Value-update limitation: the Assessor states that Parcel Viewer assessed values are updated in early July and mid-September. Roll corrections made after September 15 may not appear in the viewer.

Parcel lines may not match the legal description exactly. Use a recorded map, deed and licensed survey when a boundary affects a fence, easement, construction project, access right or ownership dispute.

Understand the Parcel Viewer result

The viewer combines mapping, Assessor roll data and limited building information. Read the roll year and parcel identity before comparing values.

Field What it means What to verify
APN The 14-digit Assessor Parcel Number used to identify the parcel. Match every digit before payment or appeal.
Jurisdiction The city or unincorporated county area associated with the parcel. Do not rely only on the postal city.
Tax roll year The assessment year represented by the displayed roll values. Compare the same year as the bill or notice.
Land value The assessed value assigned to the land component. Review the lien date and enrolled value type.
Improvement value The assessed value assigned to buildings and taxable improvements. Check building area, year built and new construction.
Homeowners’ Exemption The exemption amount enrolled for a qualifying principal residence. Confirm that the exemption appears on the correct roll.
Net assessed value The taxable assessed amount after enrolled exemptions. It is not the current amount owed.
Land use code The Assessor’s assessment-use classification. It is different from legal zoning.

Land-use-code tip: never use the Assessor land use code as proof that a use is legally permitted. Zoning is assigned by the planning department for the jurisdiction where the property is located.

Building-characteristic limitations

The public viewer may show residential living area, parking area, pool, spa, year built and selected commercial building information. The full building footprint drawing is confidential and is available only to the owner or an authorized agent.

Use Finance and e-PropTax when you need a bill, payment stub, current amount, delinquent amount or payment confirmation.

Search the tax portal

  1. Copy the APN from the verified Parcel Viewer result.
  2. Open e-PropTax. The system may redirect to Sacramento County’s authorized payment platform.
  3. Search by APN or property address.
  4. Confirm the tax year and parcel.
  5. Review both installments separately.
  6. Check penalties, interest and prior-year balances.
  7. Save the bill or payment stub before leaving the page.

The county mails one annual secured tax bill. It does not mail a separate reminder bill for the second installment. Failure to receive the bill does not cancel the payment obligation or late penalties.

New owner and construction bills

Understand supplemental assessments

A purchase, ownership change or completed construction can create a separate assessment in addition to the regular annual roll.

A supplemental assessment can produce one bill, more than one bill or a refund. The result depends on the change in value and the date the ownership change or construction occurred.

What to do after receiving a supplemental notice

  1. Confirm the APN and event date.
  2. Compare the prior assessed value with the new value.
  3. Check whether the notice covers the correct ownership or construction event.
  4. Keep the supplemental notice separate from the annual secured bill.
  5. Contact the Assessor about value or event questions.
  6. Contact the Tax Collector about the supplemental bill amount and payment.

A formal supplemental-assessment appeal generally must be filed within 60 days. Use the mailing date printed on the supplemental notice or tax bill, or its postmark date, whichever is later.

Homeowners’ Exemption after a purchase

A purchaser or owner who occupies the property as a principal residence may file within 30 days of the supplemental notice. The home generally must be occupied within 90 days of the ownership change or completion of new construction.

Prevent a missed tax bill

Change the property mailing address correctly

Sacramento County requires mailing-address changes to be submitted in writing. The Assessor does not accept real-property address changes by telephone.

  1. Choose one submission method. Do not send the same request repeatedly through multiple channels.
  2. Complete the official Mailing Address Change form or write a signed request.
  3. Include the owner name.
  4. Include the APN and property address.
  5. Include the new mailing address and daytime telephone number.
  6. Sign the request.
  7. Return it by approved email, fax or mail.

Do not confuse two addresses: the Assessor can update the owner’s mailing address, but it does not assign the physical street address. Contact the city or county jurisdiction responsible for the property when the situs address itself is incorrect.

Reduce taxable assessed value

Check exemptions and property-tax relief

Several Sacramento County programs can reduce taxable value or temporarily lower an assessment, but each has separate eligibility and filing rules.

Homeowners’ Exemption

Benefit: a $7,000 reduction in assessed value, producing estimated annual tax savings of approximately $70–$80.

  • Applicant must be an owner, co-owner or named purchaser

  • Occupancy is tested as of 12:01 a.m. January 1
  • Rental property does not qualify
  • Vacant property does not qualify

If the January 1 market value is lower than the factored Proposition 13 value, the Assessor may temporarily enroll the lower market value.

Calamity, fire or flood relief

Physical damage of $10,000 or more from a qualifying sudden calamity may support a temporary reduction for the period between the damage and completed repairs.

  • Damage generally must be at least $10,000
  • Claim generally must be filed within 12 months
  • Neglect and gradual deterioration do not qualify
  • Owner-caused damage does not qualify
  • Repairs may be protected from new-construction reassessment
  • Special installment deferral has additional rules

Document the damage immediately: save dated photographs, repair estimates, insurance records, emergency reports, contractor statements and the date repairs are completed.

Separate a simple data correction from a market-value disagreement. An effective request states the exact disputed value or fact and supports it with relevant evidence.

Use the informal Prop 8 review first

  1. Check the 2026/27 assessed value. Values are available for review beginning July 1.
  2. Compare market evidence as of January 1, 2026. Later sales may require time adjustment.
  3. Review the Parcel Viewer property characteristics.
  4. Submit the Assessor’s informal review request.
  5. For commercial property, include the requested commercial addendum.
  6. Keep the submission confirmation and evidence.
  7. Do not miss the separate formal appeal deadline while waiting for the review result.

Critical deadline trick: an informal review does not automatically preserve formal appeal rights. File the formal application before November 30 when you need to protect the right to an Appeals Board hearing.

“My tax bill is too high” is not enough. The Appeals Board determines assessed value and other assessment matters. It does not remove voter-approved charges simply because the total bill is expensive.

File the formal 2026 annual appeal

  1. Download the current Assessment Appeal Application and instructions.
  2. Complete the correct APN, roll year and value fields.
  3. State your opinion of value.
  4. Sign the application. The county requests blue ink.
  5. Prepare the $30 non-refundable processing fee.
  6. Submit the original signed paper application. Sacramento County does not accept the application electronically.
  7. Keep proof of delivery.

Paper-only filing: you may complete and save the application electronically, but the county requires the original signed paper application.

Continue paying the tax bill on time. Filing an informal review or formal appeal does not postpone the tax due date. Excess tax is refunded when an assessment is later reduced.
